Universities were originally created through imperial charters for the explicit purpose of studying the law (and theology). Students organized to negotiate privileges from towns and the Emperor for:
fair rent for rooms
forcing the lecturers to stick to the syllabus
mandating attendance (of professors!)
requiring a licentia docendi—a 'license to teach'
Conditions may or may not have improved since then.
